With the relaxing of US export controls for encryption software, it's now possible to distribute cryptographic source code and export it from the US, so now anyone in the world can download the Python Cryptography Toolkit.
(Note that export controls still apply to binary software, though; if you're an American citizen, please consult the informative links at the CDT's Encryption Issues Page, and write a Brief letter to your legislators expressing your annoyance.)
